Summary:
Windows check broken: "Package required but not available"

Detailed description
I'm not able to get 'scan' to pass the x86_64_windows checks on R-Forge. It passes all tests on local machines and the linux check. The issue seems to be that the 'Kendall' package is not installed on the windows build system.
