[#1183] Broken statistics?

Detailed description
When I try to open statistics for my project (like downloads). I get empty spot. It turns out that image is not generated.

For instance access to
https://r-forge.r-project.org/reporting/projectact_graph.php?SPAN=1&start=1228089600&end=1288569600&g_id=904&area=1

results in

JpGraph: Can't draw unspecified Y-scale.
You have either:
* Specified an Y axis for autoscaling but have not supplied any plots
* Specified a scale manually but have forgot to specify the tick steps

Similar problem here. The SCM statistics seem to have not been updated since ~ Oct. 2010.
